Refactor economy (gabinete.php) page CSS and update SQL procedures
Removed pagination styles and commented out some paddings in pagina-da-economia.css. Updated the aplicar_pj_executivo_federal procedure in backup_functions_recente.sql to improve handling of duplicate war declarations and made minor SQL corrections. No functional changes to gabinete.php.
Update gabinete page to use dynamic gabinete name
Replaces hardcoded 'Casa Civil' references with the dynamic gabinete name from the database. Updates SQL queries, output, and page metadata to reflect the correct gabinete name. Also refactors the renuncia notification logic to use a stored procedure and improves error handling.
